Decision making in the DPR meeting basically as far as possible is conducted through deliberation to reach a consensus, if it is not reached decision is made by virtue of majority votes.
Any DPR meeting may make decision if attended by more than a half of the number of meeting Members consisting of more than a half of the Faction components, if a quorum is not reached, the meeting is adjourned for 2 times at the most with a grace period of not more than 24 hours. If following the 2-time adjournment, a quorum has not been reached yet, the settlement method is left to the Steering Committee, if it occurs in the DPR Complementary Organ meeting and is left to the Leadership of the Steering Committee, with due observance of the opinions of the Leadership of Factions if it occurs in the Steering Committee Meeting.
Decision Based on Consensus
Decision making based on consensus is conducted after the meeting Members present are given the opportunity to express their opinions and recommendations and are deemed reasonable to be accepted by the meeting as contribution of opinions and thoughts for solving the problem being deliberated.
Decision based on consensus is valid if made in a meeting that has reached a quorum and is approved by all Members present in the meeting.
Decision based on majority votes
Decision based on majority votes is made if a decision based on consensus cannot be reached because some meeting Members remain firm with their stance. Decision making is made publicly if concerning a policy and is made secretly if concerning persons or other issues deemed necessary. Secret voting is conducted in writing without indicating the name, signature, voting Faction or other symbols which may abolish the confidentiality or can also be conducted by other methods which stil guarantee the confidentiality.
Decision based majority votes is valid if made in a meeting that has reached a quorum and is approved by more than a half of the number of meeting Members present.
